Dear Congressmen Schaffer and Hoekstra
In my testimony at the hearing on “Behavioral Drugs in Schools: Questions and
Concerns,” September 29, 2000, I did not equivocate. I stated, with the full backing of
the scientific record, that attention deficit/hyperactivity disorder (ADHD) was (& still is)
a total, 100% fraud; that children said to have it were normal until the drugging begins.
And I went even further: I testified that no psychiatric diagnosis/disorder was an actual
disease with a confirming abnormality within the child and that it would be a fraud for
any psychiatrist or physician to say that it was. Nor did Dr. David Fassler, representing
the American Psychiatric Association (APA) and the American Academy of Child &
Adolescent Psychiatry (AACAP), or anyone else, rebut my testimony.
In the discussion period following our prepared remarks I demonstrated the “risk vs.
benefit” analysis that ethical physicians undertake to assure their every patient’s
informed consent rights–autonomy, and I made the point that in all of medicine and
surgery, physical abnormalities-diseases-constituted the major risks to the patients,
but that in psychiatry, there were no diseases, no abnormalities; that the only source of
actual physical risk to psychiatric patients were the drug or drugs inevitably prescribed
(also ECT and psychosurgery).
And yet the epidemic drugging of America’s normal, mis-educated, schoolchildren
continues and gains momentum. While our schools have become a single-minded
instrument of drugging, they have also become places of rampant illiteracy and
educational failure. Reluctant parents are coerced by school personnel, and, where
necessary, are hammered into submission by Child Protective Services, and local courts–
all duly indoctrinated. Millions of Americans have been made to surrender custody to
enable such psychopharm “treatment.”
The Surgeon General, NIH, NIMH, FDA, DEA, Department of Education, the Congress,
Senate, and White House, legitimize the “lie” of psychiatric “diseases,” and enable and
fuel the epidemic, not just in the public schools of the nation, but wherever children are
found in government programs.
Big Pharma (the drug industry) spent a record $262 million on political influence in the
1999-2000 election cycle – more than any other industry. Their 625 lobbyists last year
was more than one for every member of Congress. More than half were former members
of Congress (21) or worked in Congress or other federal agencies (295); 33 were chiefs
of staff to members of Congress, 32 had worked in the White House and 11 had worked
for the House Ways and Means Committee.
When will a man or woman of courage who would never, in a million years, let this
happen to their own child, stand up in Congress or in the Senate, renounce drug money,
call this, the heinous crime that it is, and charge US psychiatry and the pharmaceutical
industry with conspiracy and with it’s total,100% violation, of the Controlled Substances
Act.
Additionally, the American Society of Adolescent Psychiatry, American Medical
Association, American Academy of Pediatrics, American Academy of Neurology, Child
Neurology Society, and American Academy of Family Practice, all foment this psycho-
pharmaceutical victimization of physically normal, American children. The total
number, today is nine to ten million–between fifteen and twenty percent of all US
schoolchildren. State legislatures are beginning to awaken to the fraud and take action.
However, immediate action is needed at the federal level.
Sincerely yours,
Fred A. Baughman Jr., MD-Neurology/Pediatric Neurology
